Road to the Sea by Florence Dorsey

James B. Eads was a prominent 19th Century civil engineer who was based in St. Louis most of his long career. The mark of his work can still be found on the Mississippi River more than a century after his death in 1887. Florence Dorsey’s 1947 biography, Road to the Sea, recounts his life and accomplishments.

Eads came to St. Louis with his family in 1833 at the age of 13. They were coming by river from Louisville, Kentucky, to set up shop in greener pastures ahead of his father, Col. Thomas Clark Eads, who moved westward from one failed venture to the next. The ship that carried them caught fire just as they arrived in St. Louis and all their possessions burned up with it.

The family needed the support of the enterprising boy, so he had no opportunity to go to school. He read voraciously, though, borrowing books from an employer, Barret Williams, whose collection included many books on scientific and mechanical subjects.

Eads decided to stay in St. Louis when his family moved upriver to Iowa. He was on his own at age 17, but maturing into a man who would have success as an engineer, businessman and builder.

Eads career began to flourish when, at age 22, he designed and had built a boat with a diving bell. He eventually launched a fleet of bell boats that supported his salvage business. He salvaged wrecks and cargo from the Mississippi and its tributaries. He spent a lot of time in the river and began to know it very well.

By the time the Civil War broke out he had retired from salvaging and enjoying his wealth, but he risked his own fortune to secure the Mississippi River for the Union. He built ironclad gunboats to guard the river and attack Confederate fortifications. America’s military leaders weren’t sure what to make of them at first, but as the war progressed his ships were in great demand.

Eads found it frustrating to deal with Washington politicking and bureaucracy, especially in the U.S. Army. In his post-war endeavors he regularly had opposition from the Army Corps of Engineers and its chief, Andrew A. Humphreys.

These ventures were daring feats of engineering that were aimed at improving the commerce of the Mississippi valley. He built the world’s first steel arch bridge at St. Louis that would connect the city to the east by railroad (and got soaked by his contractor, Andrew Carnegie, while he was at it). He opened a route through the mud at the mouth of the Mississippi River that gave passage from the middle of the country to the ocean and helped make New Orleans a major port. In both these efforts he faced opposition and meddling from the Corp of Engineers.

In his last days he proposed to build a railroad across Mexico’s Tehuantepec isthmus to permit shorter passage from the Atlantic (i.e., the Mississippi) to the Pacific Ocean. His proposal was a serious alternative to Ferdinand de LessepsPanama Canal. Though others took up the cause, Eads’ ship railroad proposal practically died with him. The Panama Canal didn’t fare much better at the time; the United States didn’t take over the project until 1904 and it didn’t open until 1914, de Lesseps’ plan for a tide-level canal with no locks having been abandoned.

As an engineer and Missourian, I’m fascinated by Eads and his extraordinary career.  I would recommend Dorsey’s book to anyone looking for an interesting and little-known bit of history.

Rising Tide by James M. Barry

The Mississippi River is powerful. I’ve seen it. I grew up in the northern tip of the river’s delta and now live near one of its major tributaries. John M. Barry’s history of the 1927 flood of the Mississippi, Rising Tide, is only partly about the power of the river. It is more about the power of men, particularly the political power of the men who have tried to exert control over the river.

The first political battle related to the river took place in the 19th Century. It was a conflict between the nation’s military engineering establishment and their increasingly influential civilian counterparts over who would control Mississippi River policy. The principal actors and figureheads for the two sides were Andrew A. Humphreys, chief of the U.S. Army Corp of Engineers, and James B. Eads, St. Louis-based civil engineer. The Corp largely won this battle, maintaining a controlling voice in river policy, but the resulting agency, the Mississippi River Commission, adopted a theory of practice that neither Humphreys or Eads supported. It would lead to floods on the river becoming increasingly bad.

That conflict doesn’t completely disappear, but it is overtaken by the greater flow of money, politics, society, and race, mostly centered in New Orleans, Mississippi’s Yazoo Valley, and Washington, DC. It is hard to give each player his due in a brief review of Barry’s book. Barry focuses on Leroy Percy, who had great influence on river policy before, during and after the flood. He was a planter in the Mississippi-Yazoo Delta and, briefly, a U.S. Senator from Mississippi. He was also a relative of Walker Percy, one of my favorite authors.

The flood made political careers and had lasting effects. President Calvin Coolidge appointed his Secretary of Commerce, Herbert Hoover, to lead relief efforts after the flood. The publicity and public goodwill that accrued to Hoover during this period helped to usher him into the White House as Coolidge’s successor. Hoover’s lack of follow-through on promises to black leaders created a crack between in the relationship between African-American’s and the Republican Party that led to a serious split.

Huey P. Long also owed some of his success to the flood and its aftermath. New Orleans business leaders promised to provide relief to neighbors who would be flooded by the dynamiting of levees to protect the city. Afterward, these men did everything they could to minimize their liability and did not even pay one-tenth of the cost of damages caused by the flooding. Long rode a wave of resentment against New Orleans aristocrats into the Louisiana governor’s office. Once there, he used his position to strip the New Orleans elite of as much power as he could. As the city elites became more insular and focused on protecting what they had, rather than growing their businesses and community, New Orleans lost its position as the leading city of the South as other more welcoming cities grew.

The Big Thirst by Charles Fishman

More than 1 billion people do not have access to clean drinking waterAustralia has suffered a decade-long, continent-wide drought.  Even seemingly water rich places, like Atlanta, Georgia, can’t get enough water.  Many are talking of a global water crisis.  Except, as Charles Fishman aptly states it in The Big Thirst, “There is no global water crisis, there are a thousand water crises, each distinct.”

I think the story of Atlanta and Lake Lanier, as told recounted by Fishman, is especially instructive.  Lake Lanier on the Chatahoochee River is the source of 75 percent of the water used by Atlanta, 5 million gallons a day.  A drought in 2007-2008 brought the level of the lake dangerously low, prompting downstream states to sue over the amount of water Atlanta was taking.  The federal court declared that Atlanta had been illegally receiving water from the lake and had to find another source.  Atlanta has a lot of resources, barely tapped conservation efforts, reuse, and alternative supplies, but with a lack of political will, leadership, and vision, it leaders threw up their hands in impotent defiance of the court and whined they must have Lake Lanier water.  When the lake was built, Atlanta passed on paying for a piece of it thinking it would never be needed, and now they think they can’t live without it.


Part of the point Fishman makes it that water crises are more often than not political crises.  There is a lack of political will and sense of necessity, even though the problems can be plain and the solutions within reach.  The Big Thirst includes examples from around the world (the United States, India, and especially Australia) where people are facing water problems.  Happily, many of them have taken a more realistic and reasonable approach than Atlanta.

Fishman is going for something deeper, though.  Our political and economic stumbling in the area of water management stems for our cultural relationship with water.  It is obviously necessary for life.  We also consider it beautiful, it is part of our landscape, and in some places it has important religious significance.  Even so, we have difficulty understanding the value of water, comparing one use to another, assigning responsibility for its distribution and quality, acknowledging the infrastructure needed to have water when and where it is needed.  It the West, where for the last century we have enjoyed incredible access to abundant water, we hardly ever think about water unless we have some professional connection to it.

We can’t continue to be mindless of water.  The systems of water abundance we built in the last century aren’t sustainable without major ongoing investment.  In light of climate change, they may be altogether unsustainable.  Even without climate change, much of our water policy dates to a time of unusual water abundance.

Fishman encourages water mindfulness.  We need to reconnect to water.  In part, this reconnecting means understanding what it means to have water in our homes and in our streams.  It is also connecting to how critical water is to food, energy, commerce, health, and almost every aspect of life.  Our decisions about water need to be rooted in reality.

The Checklist Manifesto by Atul Gawande

Many of the things in our modern world are very complex. Little things done are not done, especially by the experts who undertake some of the most complex tasks, can have significant results. Surgeon Atul Gawande suggests a solution for managing this complexity and making sure that those important, little things aren’t overlooked. His solution is the checklist.

The thread through his book, The Checklist Manifesto, is the development by the World Health Organization (WHO) of a surgical checklist. WHO wanted to reduce surgical complications, especially in the third world. The team they put together, including Dr. Gawande, eventually settled on a checklist.

It was met with much skepticism, even on the part of those who developed it. The results changed minds. Use of the checklist cut serious complications from surgery almost in half. Dr. Gawande recounts his own experiences using the checklist and how it helped him prevent and solve surgical problems.

The checklist isn’t purely a matter for medicine. A very successful user of checklists is the aviation industry.

Aviators were once like surgeons, seen as virtuosos who drew upon skill, daring and intelligence to perform their jobs. Airplanes eventually became to complex for pilots, as the book illustrates in the case of a once experimental military craft. The pilots who took on the new airplane looked for ways to succeed, and survive, where their successors hadn’t. Rather than more training or expertise, the fallback of many professionals, they looked to the checklist. Use of checklists have become standard in aviation, where it checklist making has been much refined.


An interesting chapter deals with the landing of US Airways Flight 1549 in the Hudson River a few years ago. Dr. Gawande praises the skill of the pilot and crew. He also points out, as the crew of the flight always have, the importance of the procedures they used, and especially the checklists that helped them to implement those procedures.

Through several examples, the outline of what make a good checklist and the cases where they work best are show. There isn’t yet and exact science to making checklists, but there is a well-developed art, which includes testing and revision.

It takes a dose of humility to accept that checklists can help highly trained professionals do their jobs better. Dr. Gawande seems to hope his fellow surgeons can show some the humility shown by pilots and allow checklist to become a tool for improving their work.

I come from a background in engineering and this makes sense to me. A procedure is designed much like anything else. If there are critical elements in anything, it is wise to reinforce them in ways that ensure their performance. The human mind is capable of amazing things, but can’t necessarily be relied on to remember to turn off the lights or stove or do any number of other little things.

I’ve also worked in the regulatory field, and seen thoughtless, narrow adherence to rules bring about undesirable results, sometime contrary to what the rules intended. This is not at all in the spirit of The Checklist Manifesto. A good checklist ensures consistency and quality while at the same time freeing the minds of its users to creative deal with the complexities of their task.

The Brooklyn Bridge by Judith St. George

St. George, Judith. The Brooklyn Bridge: They Said It Couldn’t Be Built. New York: Putnam, 1982.

Published shortly before the centennial of the Brooklyn Bridge, this book is a short history of bridge. The story of the bridge is necessarily the story of the Roeblings, the family responsible for designing the bridge and overseeing its construction.

When the builders completed the bridge in 1883, it was at the end of 14 years of construction. The plan for the bridge went back further to 1857 when engineer and German immigrant John Roebling first proposed a bridge across the East River to connect New York to Brooklyn. At the time, the only communication across the river was by ferry. Roebling was the leading suspension bridge engineer in the United States.

The bridge would not get needed support until after the Civil War. In the mean time, Roebling’s son Washington would be come a skilled engineer in own right, studying Rensselaer Polytechnic Institute, getting a practical education working with his father and studying bridge-building techniques in Europe in the company of his wife, Emily. He also was trained in leadership, having risen to the rank of colonel in the Army during the Civil War.

The bridge took a great toll on the Roeblings. John was killed by tetanus early in the development of the project. Washington’s health was ruined by caisson’s disease (the bends) and for many years Emily acted as his hand, feet, eyes and ears on the bridge project.


St. George’s brief book is a quick read, but for its brevity still a good overview of the bridges development and construction. It includes several photos and illustrations. It seems suitable for younger readers, but is not too simplistic for an adult reader who wants a quick introduction to the bridge and its early history.

When the Rivers Run Dry by Fred Pearce

Pearce, Fred. When the Rivers Run Dry: Water—The Defining Crisis of the Twenty-first Century. Boston: Beacon, 2006.

Mankind’s attempts to harness rivers have had unintended consequences. Schemes to make land more productive have created deserts. Crops on drained land have produced less food and value than the swamps they displaced. Rivers hemmed in to prevent flooding have flooded more frequently and worse than before.

Pearce isn’t against technology. He sometimes expresses admiration for the dams, canals and other engineering feats about which he writes. However, he’s not impressed when this technology deprives people of the water and wealth it was intended to provide.

Water and wealth is a connection Pearce often makes. For all the lip service paid to the social benefits of grand water schemes, the water tends to go where the money is.

Overall, the world has become more water poor. The poorest have generally lost the most.

In spite of the history, Peace sees hope in the potential of technology that works with the water cycle instead of against it. It is already happening on a small scale where ancient where people are reviving ancient methods of capturing rainwater. Indian farmers are adapting dessert containers for use as a cheap, and more efficient, drip irrigation pipe. On the large scale, river engineers are cutting levees, restoring wetlands and allow river to return to curvy courses. In agriculture, the biggest user and waster of water in much of the world, there is a move to crops that are more appropriate to the locally available rainfall and less dependent on irrigation. Even in Los Angeles, a city known for the lengths it has gone to in order to quench its great thirst in a dry land, activist are seeking to create a more porous city that captures and uses the water that falls there naturally.

To illustrate his points, Pearce travels the world to see the disastrous results of bad water management, the extreme example being the disappearing Aral Sea. He also points out what works, like a restored qanat in Iraq.

Water by Marq de Villiers

de Villiers, Marq. Water: The Fate of Our Most Precious Resource. 1999. Boston: Houghton Mifflin, 2000.

Marq de Villiers serves as a guide on a tour of water problems, conflicts and occasional solutions around the world. Though he is not an alarmist, his book seems to indicate that the problems have so far greatly outpaced the solutions.

There are several aspects of water problems and conflicts that de Villiers considers: natural, technological and political. In each area, he provides specific examples of water in or nearing crisis.

The natural distribution of fresh water in the world is uneven. That may be the fundamental aspect of water problems: even where it’s seemingly abundant, it doesn’t occur where and when people want it to make use of it. In parts of the world, this is a dire situation.

The technological solutions people have applied to correct this distribution have resulted in some amazing works of engineering since early in human history. It has also had many unintended consequences. Irrigation that made marginal land productive has made some of that land useless, even desert, through increased salinity. Dams, drainage and transfers have created ill effects in regional climates. Water mining, pollution and other human activity are also threatening the quantity and quality of water even in developed nations. There is hope in the technological area in that much of this harm may be reversible and the human ingenuity that created these technologies might also create sustainable solutions to our water needs.

Political considerations are very important to water issues, particularly when considering the possibility of conflict, even outright war, because of water scarcity. The Middle East and North Africa come to mind as hot spots where water is a critical issue; de Villiers enlightens both the current situation and history of these regions. Though mistrust runs deep between the nations in this region, even seemingly friendly ones, there is hope for solutions to their water problems. North America has its water problems to, and the problems on the Colorado River are surprisingly similar to those on the Nile. The differences in water availability in the United States, Mexico and Canada also makes for interesting relations between these close and usually friendly neighbors. China may present the largest political problems related to water and it’s food production and population that threatens to push it into crisis.

The book closes with four general strategies for dealing with the world’s water problems. First, get more water by either bringing it in from elsewhere or making it (i.e. desalination). Next is conservation and pricing to reduce demand and encourage using water in the most valuable ways. Third is population control; de Villiers seems relieved that world populations have been growing more slowly without major intervention. Finally, you can steal water from others. Since 40 percent people worldwide live in watersheds that cross national boundaries, it becomes a complicated matter of who has what right to the water and this is a potential source of water conflict, though not insurmountable.

Dreams of Iron and Steel by Deborah Cadbury & The Lighthouse Stevensons by Bella Bathurst

In Dreams of Iron and Steel (New York: HarperCollins, 2004), Deborah Cadbury tells the stories of seven great works that cover over a century of engineering history. Originally published in Great Britain as Seven Wonders of the Industrial World, the book was a companion to a BBC television series. The projects covered vary widely from a sewer built under a metropolis to a bridge that towered above the skyline of its day.

The oldest of these (still standing like all but one of the other projects) is the Bell Rock lighthouse. The Bell Rock sank many ships that sought shelter from North Sea storms in Scotland’s Firth of Forth. Robert Stevenson, grandfather of author Robert Louis Stevenson, designed and oversaw the construction of a tower on it. The rock was a formidable construction site. It sat eleven miles from land. High tide covered it with as much as 16 feet of water. Low tide exposed an area only 250 by 130 feet. Yet Stevenson and his men built a 100-foot, stone tower on it. They did it 200 years ago.

By the middle of the nineteenth century, several wonders were built almost at once. The Great Eastern, built by Isambard Kingdom Brunel, was twice the size of any other ship. Though a commercial failure, it set the standard for the next generation of ships.

Brunel launched his ship into a dirty and diseased Thames. Joseph Bazalgette sought to make the river safer for London residents. He built sewers under an ancient city that had grown to 2.5 million people and sprawled over 80 square miles.

In the American West, rival firms raced across the continent to build a railroad that would unite a nation recovering from civil war. In New York, John and Washington Roebling tackled the broad East River with their Brooklyn Bridge. They risked their lives and reputations on the longest span of the day and a material untested in bridges—steel.

The twentieth century inaugurated bigger feats. First proposed in 1879 by Vicomte Ferdinand de Lesseps of France, builder of the Suez Canal, the Panama Canal defeated most of those tried to build it. Even the United States poked at the mountains in futility until John Stevens, a railroad engineer, upgraded the infrastructure and equipment. When Stevens left the canal, a frustrated Theodore Roosevelt put military officers in charge. Lieutenant Colonel George Goethels, an engineer with extensive lock and dam experience, saw the canal through to its completion shortly before World War I.

The final project, America’s “damn big dam”, was build during the Depression. Hoover Dam was huge and constructed under difficult conditions. But construction engineer Frank “Hurry up” Crowe pushed and planned to get it done early and under budget.

Cadbury treats each project separately. However, they are linked by common elements.

Tragedy and setbacks touched each one. Thousands of men, usually poor laborers and sometimes children, were killed or injured to make these huge structures. They were beset by lack of financing, reluctance to try new methods and materials, bankrupt contractors, political opposition, corruption, greed, prejudice, and other human imperfections.

At their best, these engineers and their wonders are linked by the same qualities that appear in the best of engineering today. They had a vision to make people safer, healthier, richer, and freer. They created solutions to immense problems.

Robert Stevenson’s triumph at Bell Rock won the confidence of the Northern Lighthouse Board. It also launched an association between the Stevenson family and Scottish lighthouses that lasted four generations. During their tenures in the office of engineer for the board, Stevenson and his sons dominated the design, construction, and operation of the lights. Bella Bathurst tells their story in The Lighthouse Stevensons (New York: HarperCollins, 1999).

This book has its own kind of variety: technical, professional, and personal. It covers the construction and technology of several lighthouses, the masterpieces of Robert and his three sons. They not only built towers, but also improved their design and the design of the lamps, reflectors, optics, and mechanical systems that operated in them. One even studied the waves that assaulted their works.

It shows that engineering is more than simply design and construction. The Stevensons were also managers, fundraisers, businessmen, public servants, purchasing agents, manufacturers, contractors, and more. Their work included a broad section of what engineers do.

The book is also a biography of these four men that reveals the dynamics of the family. Robert insisted his sons join the family profession and business. Only one, David, seemed to take to it naturally. Only David’s sons filled the next generation of lighthouse Stevensons. Alan and Tom were more inclined to work in literature and the arts. Alan proved himself to be a capable engineer by building a 138-foot light at Skerryvore that could withstand the elements and exhibit a simple beauty. He became so disabled by disease, Bathurst suggests it was muscular sclerosis, that he gave up his work with the lighthouses. He managed to work irregularly as a writer. His works include and encyclopedia article on lighthouses and a translation of Greek poems. Tom shared Alan’s artistic leaning, but not his intensity and focus. He and David eventually divided the engineering work for the Northern Lights.

Not everyone is cut out to be an engineer, of course. As Robert Louis Stevenson said about his internship in the profession, “He is a wise youth, to be sure, who can balance one part of genuine life against two parts of drudgery between four walls and for the sake of one, manfully accept the other.” But some managed to catch what Marion Allen, a laborer on the Hoover Dam, called constructitis. “Sometimes one thinks he is cured,” said Allen, “only to have a relapse when he goes by fresh concrete or catches the smell of fresh sawdust from new lumber. Anyone with this affliction has to start construction of some kind, even of only to dig a hole and fill it up again.”
